It never drops that low. It runs for me at 2.3GHz or higher the entire time, it never goes lower even when run repeatedly over and over. That's on the M7.

That's 65% of the max turbo of 3.1 for the m7, meaning throttled performance penalty is not 7.5% as stated above, but rather 35%. The max turbo of 3.1 is for single threaded tasks. Apple mac developments for 2018. That's how most turbos on Intel chips work, you don't hit those speeds on all cores simultaneously. At least laptops. When I run Geekbench, it runs at 2.7GHz the entire time, and that's where the 6700 score can come from. It's far more complicated than the math you're throwing out.
